State Climate Change Issues

  • The Economic Impact of the Florida Energy and Climate Change Action Plan on the State's Economy by the Center for Climate Strategies, May 2009. (A macroeconomic analysis of the economic and job benefits of the Florida Climate Action Plan done as a supplement to the Florida Action Team's recommendations.)                               
  • Climate Action Planning in the States: Structured Stakeholder Processes Show Stimulating Results, Kenneth A. Colburn, Center for Climate Strategies Project Manager, in EM, April 2009, the monthly magazine of the Air and Waste Management Association. This issue of the magazine looks at how states have developed their own greenhouse gas inventories, assessed alternative strategies, and adopted goals, regulations and incentives for energy conservation and GHG reductions. The article describes CCS’s experience in bringing disparate interests together to develop effective mitigation and adaptation solutions.

  • Colorado – Chapter 8, Water Adaptation CCS first worked on climate adaptation planning with the state of Colorado, focusing specifically on adaptation issues related to water. The Colorado Climate Action Panel's recommendations are in Chapter 8 of its larger report: 

More recently, states have begun to address adaptation in concert with their mitigation planning. Alaska launched its Adaptation Working Group in May 2008. Maryland approved its final report in mid-July 2008 and Florida's Climate Action Plan was approved in October, 2008.

Sector-Specific Climate Actions

  • CCS has developed a set of Catalogs and accompanying Brief Descriptions of sector-specific GHG reducing actions. These are examples of policies and programs that various state, local, and private actors have considered and/or adopted in their climate plans. 

Greenhouse Gas Emissions Inventories and Projections
CCS works with states to develop an understanding of their current and projected emissions of greenhouse gases (GHGs). These inventories and forecasts (I&F) are an important part of planning to mitigate GHGs. In states where CCS has assisted with a comprehensive climate planning process, an I&F is a first step. (Copies of I&F reports for these CCS-assisted states are available on their climate planning websites, linked on the map on the CCS homepage. They are: AL, AR, AZ, CO, IA, FL, KS, KY MI, MD, MT, NC, NM, NY, SC, and VT.)  For the Western Regional Air Partnership (WRAP) CCS developed inventory and projection reports for five western states as part of the WRAP effort.

New Climate and Energy Policies Could Create 2.5 Million Jobs, Hold Down Energy Costs
July 22, 2010 -- New greenhouse gas emissions and energy policies at the Federal level could generate as many as 2.5 million new jobs and $134 billion in economic activity in the U.S. while keeping energy costs down, according to a new report from the Center for Climate Strategies, published with Johns Hopkins University.

Colorado legislature raises state RES, move seen creating jobs
A coalition of stakeholders who worked on the Colorado Climate Panel's were critical to the new legislation’s passage. Since investor-owned utilities supply 60% of Colorado’s electricity, this implements most of the Panel recommendation (adopted by the Governor) on renewable energy standards (RES).

Analysis Says Energy Bill would Boost GDP, Jobs
The Clean Energy Jobs Act, recently introduced in the Wisconsin legislature, can create jobs and improve the state's economy according to a recent Center for Climate Strategies study.
