Shanxi Province, CCS, GEI Enter Peak Emissions, Low Carbon Development Agreement

On October 13, 2015 The Center for Climate Strategies (CCS), the Global Environmental Institute (GEI), and Shanxi Province Research Center on Eco-Environmental Science (SPRCES) entered a Memorandum of Understanding (MOU) on Low Carbon Development (LCD) for the Pilot city of Yangquan in the Shanxi Province.

The MOU will advance LCD planning and analysis, environmental and health issues, water consumption and quality, and economic development and equity issues. Cooperative actions include development of provincial and municipal greenhouse gas emissions inventories, low emissions policy screening and selection in all economic sectors, and cost effectiveness and macroeconomic policy impact analysis. SPRCES will compose a “Methods of LCD Planning for the City of Yangquan” and will present and share its LCD planning works with other Chinese agencies to support scale up.
