Study Shows Policy, Not Economy, Drives Future Carbon Reductions

A new study completed by CCS identifies existing local, state and federal policies, not cheap natural gas or economic downturn, as the largest driver behind declining carbon emissions. The study identifies 20 new federal, state, and local actions that advance economic, energy, and climate security as climate policy enters the spotlight again.
