Adam Rose, Ph.D
Economic Modeling, Market Based Systems, Energy Supply

Dr. Rose is a leading authority on energy, environment and economics and is the author/editor of several books and more than 100 professional papers on these subjects, including most recently The Economics of Climate Change Policy. Dr. Rose has pioneered and applied methodologies to examine the efficiency and equity of environmental policy instruments and to estimate their macroeconomic impacts. As a consultant to the United Nations, he played a major role in the development of the first proposal for a system of globally tradable emission allowances. More recently he has applied the economic models he developed in advising five states on establishing cap and trade systems or joining regional systems. He is currently focusing on evaluating the impacts of climate action plans on the economies of several other states. Dr. Rose has also served as a consultant to the United Nations, U.S. EPA and DOE, Pennsylvania Department of Environmental Protection, and the New York State Energy Development Authority, as well as to industry and trade organizations including Air Products, Foster-Wheeler, American Petroleum Institute, National Coal Association, Center for Energy and Economic Development, and Center for Clean Air Policy. He is currently a Research Professor in the School of Policy, Planning and Development at the University of Southern California. Prior to coming to USC, he served as Professor and Head of the Department of Energy, Environmental and Mineral Economics (1988-2002) and then Professor of Geography (2002-2006) at The Pennsylvania State University. Dr. Rose currently serves or has served on the editorial boards of Resource and Energy Economics, Energy Policy, Resources Policy, and Journal of Regional Science. Dr. Rose received his Ph.D. in Economics from Cornell University.

New Climate and Energy Policies Could Create 2.5 Million Jobs, Hold Down Energy Costs
July 22, 2010 -- New greenhouse gas emissions and energy policies at the Federal level could generate as many as 2.5 million new jobs and $134 billion in economic activity in the U.S. while keeping energy costs down, according to a new report from the Center for Climate Strategies, published with Johns Hopkins University.

Colorado legislature raises state RES, move seen creating jobs
A coalition of stakeholders who worked on the Colorado Climate Panel's were critical to the new legislation’s passage. Since investor-owned utilities supply 60% of Colorado’s electricity, this implements most of the Panel recommendation (adopted by the Governor) on renewable energy standards (RES).

Analysis Says Energy Bill would Boost GDP, Jobs
The Clean Energy Jobs Act, recently introduced in the Wisconsin legislature, can create jobs and improve the state's economy according to a recent Center for Climate Strategies study.
