Overview:

Experience has shown that fact finding provides an objective basis for decisions that reduces conflicts and improves the success and quality of policy outcomes.
We develop sector-level baseline forecasts that describe energy and resource use, economic and fiscal activity, greenhouse gas emissions (GHGs), and other environmental and social metrics.
We conduct strategic assessments and quantitative impact analyses of specific policies and mechanisms against performance objectives such as economic growth, fiscal needs, energy and resource needs, and GHG emissions.

Macroeconomic and Fiscal Assessment of Utility-Scale Solar in Maryland

At the request of a consortium of clean energy advocates, the Center for Climate Strategies (CCS) recently completed a macroeconomic and fiscal assessment of increased deployment of utility-scale solar projects in the State of Maryland. The study, entitled “Macroeconomic and Fiscal Impacts of Expanded Utility-Scale Solar Generation in Maryland,” examines proposed policy changes for the siting of new large solar projects in the state and analyzed the potential macroeconomic and fiscal benefits that are likely from accelerating deployment of these projects.

Rwanda Least Cost Power Generation and Net Zero

As part of a consortium led by the Research Triangle Institute (RTI), we are supporting USAID's Power Africa, East Africa Energy Program (EAP), including the East Africa region and the nations of Burundi, Democratic Republic of the Congo, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Tanzania, and Uganda. Our work includes a range of technical and collaborative activities designed to expand affordable and reliable electricity services in East Africa, with the ultimate goal of supporting development priorities, including inclusive economic growth, security, and improved health and education outcomes.

Security And Investment Project

The CCS Security and Investment Project provided a comprehensive leadership strategy for the emerging energy economy and the trend to safer and more sustainable approaches.

It detailed how past progress has been made by localities, states, and national agencies to meet climate, energy, and economic goals at the same time. And it pointed to specific new actions that can do more now.

Wisconsin Actions

In April 2007, Governor Doyle signed Executive Order 191 which brought together a prominent and diverse group of key Wisconsin business, industry, government, energy and environmental leaders to create a Task Force on Global Warming. The Task Force proposed measures to reduce a variety of our state's greenhouse gas emissions. In July 2008, the Task Force voted overwhelmingly to approve the final report and recommendations, Wisconsin's Strategy for Reducing Global Warming, and forwarded the document on to Governor Doyle for consideration.
