Green Recovery Alliance

The Green Recovery Alliance is a partnership between the Center for Climate Strategies (CCS) and Climate Group, as Secretariat of the Under2 Coalition. It will provide tailored support to US state and local governments for planning the acquisition and targeted use of federal funding via the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA), as well as other economic recovery funds.

In the past years, the coronavirus pandemic, economic crisis, climate crisis, and intensification of social inequities have converged to create a perfect storm of vulnerability for people worldwide. To be sustainable, economic recovery should be enacted on an integrated basis and cannot occur at the expense of climate stability or social equity, and vice versa. The collaborative involves the states of New York and Hawaii; the City of Oakland, California; the cities of Alexandria and Fairfax, Virginia; the counties of Arlington and Prince William, Virginia; and the Northern Virginia Regional Commission. Areas of interest cover single and multi-jurisdiction approaches for renewable energy generation and storage, electrification of building and facilities, energy efficiency and resilience, and electric vehicles and public transportation. Special areas of focus include disadvantaged and low- and moderate-income communities, Environmental Justice programs, Green Banks and capacity building through the EPA Greenhouse Gas Reduction Fund.

Activities and timeline

Since September 2022 state and local governments are participating in the following activities:

  • Introductory meetings on strategies to secure IIJA and IRA funding, including current and upcoming opportunities for deployment and challenges

  • Three sector-specific briefing meetings on transportation, energy supply, and energy demand to identify specific federal funding opportunities and promote intergovernmental coordination

  • One-on-one meetings with each state or local governments to understand immediate priorities and assess capacity and technical assistance needs in each state

  • Collaboration as needed to map and track IIJA and IRA funding against selected state or local programs
