Under2 Jurisdictions Building Long-Term Decarbonization Pathways 

In partnership with the Climate Group, CCS and Winrock International conducted long-term decarbonization pathways development in six selected subnational jurisdictions in the Latin America and Caribbean (LAC) region that are members of the Under2 Coalition. Through a step-wise approach that involves substantial engagement of public and private sector stakeholders, the work focused on achieving optimized and transformative pathways to reductions in greenhouse gas emissions consistent with climate stabilization levels. Pathways were tailored to the regional emission drivers, targets and needs. The work included initial stocktaking, gap assessment, target setting, identification and design of low-carbon pathway options, and impact modeling and assessment. As part of the project, CCS developed a simplified, Microsoft Excel-based, open, transparent, user-friendly analysis tool (GHG Strategy Tool) for initial, fast, and low-cost mitigation scenario development.

The project created a planning framework and analytical tool that can tailored and replicate in other jurisdictions.
