Mobilizing US Federal Funding and Incentives

The Center for Climate Strategies (CCS) is proud to be working with leading US States, regions, and local governments to access federal programs within the $1.2 trillion Bipartisan Infrastructure Law (BIL) and $369 billion within the Inflation Reduction Act (IRA). Under the Green Recovery Alliance in partnership with the Climate Group (CG) as Secretariat of the Under2 Coalition, and with support from the New York Community Trust, CCS is identifying federal funding sources and incentives for climate policies and measures in the energy, buildings, and transportation sectors. New technologies and practices in these areas provide effective pathways for climate stabilization and resilience as well as economic recovery, inflation reduction, sustainability, and environmental justice. 
 
The initiative involves states, cities, counties, and regions across the US – such as the state of Hawaii, the City of Oakland in California, and Prince William County in Virginia, among others, who are partnering with CCS and CG to identify priority areas of investment, matching funds and incentives in the BIL and IRA, and funding partnerships. Areas of interest cover single and multi-jurisdiction approaches for renewable energy generation and storage, electrification of building and facilities, energy efficiency and resilience, and electric vehicles and public transportation. Special areas of focus include disadvantaged and low- and moderate-income communities, Environmental Justice programs, Green Banks, workforce development, and capacity building.

CCS has conducted policy and financial research, briefing sessions, conferrals, and technical assistance over the past months for states and localities detailing opportunities to match federal sources of funds with high priority state and local uses of funds. In addition to its partnership through the Green Recovery Alliance, CCS previously led the global Private Investment Mobilization Project in coordination with the United Nations Development Programme (UNDP). CCS also served as one of two lead contractors to the US Department of Energy implementation of the American Reinvestment and Recovery Act (ARRA) and led the installation of private financial mechanisms in the banking sector for deployment of energy efficiency and renewable energy for US states, tribes, and localities.
